5. Starting of the University.
(1)The University shall start operation only after the State Government issues to the Trust a letter of authorization for the commencement of the functioning of the University.(2)The State Government shall issue the letter of authorization after verifying the proposal along with documents received from the Trust to the effect that all conditions referred to in section (4) have been fulfilled.
