Section 189(3) in The Coal Mines Regulations, 2011
(3)Explosives shall be issued only to competent persons upon written requisition signed by the shot-firer or by an official authorised for the purpose, and only against their signature or thumb impression and such requisition shall be preserved by the person in charge of the magazine or store or premises.
