Section 31(3)(a) in The Orissa Agricultural Produce Markets Rules, 1958

(a)The dispute shall be reported to the Secretary of the Market Committee who shall try to settle the dispute. If he fails, the dispute shall be settled in the following manner on payment of fees fixed by the Market Committee;
