- Subject to the provisions of any other law for the time being in force for removal of khatals, the Board of Councilors may make regulations specifically for control of khatals within the municipal area or removal of khatals therefrom. Such regulations may provide for restricting the khatals within a specified zone or zones or setting up of milk colony exclusively for rearing of cattle within or outside the municipal area and seizure of animals for violation of regulations and penalty for offenders.
