Section 180(1) in The Rajasthan Law And Judicial Department Manual, 1952
(1)When the Collector considers that the circumstances require that a suit relating to a public matter should be filed by himself or the Advocate-General he shall follow the procedure laid down in Chapter XII as if the suit were being instituted on behalf of Government.
