Section 28(2) in Motor Vehicles Third Party Insurance Rules, 1946
(2)No foreign insurers name shall be added to the approved list until such foreign insurer has been guaranteed by at least one insurer and the name of the foreign insurer who ceases to have at least one guarantor shall be removed from the list.
