(3)[ Where the State Government entrusts any function to the Zila Panchayat or Kshettra Panchayat under sub-section (2), it may direct that any scheme, plan or project of the concerned department shall also be transferred to, and implemented by or under the control of the Zila Panchayat or the Kshettra Panchayat, as the case may be] [Inserted by U.P.
