2. This Court formulated the Claims Tribunal Agreed Procedure vide order dated 21st December, 2009 which was modified from time to time. The Modified Claims Tribunal Agreed Procedure (MCTAP) is part of the order dated 07th December, 2018.

3. Upon extensive research done by the Law Researcher attached to this Court, it has come to the notice of this Court that law in many developed countries provide for mandatory formats to be filled up in motor accidents cases for their expeditious disposal. 6. This Court is of the view that it would be appropriate to incorporate the benevolent provisions in the formats of the developed countries and the formats devised by Ministry of Road Transport and Highways, in the formats developed by this Court. Copy of the D.O. letter dated 21st December, 2017 and the 18 formats are annexed to this order as Annexure A.

7. Transport Research Wing (TRW) of Ministry of Road Transport and Highways is impleaded to these proceedings. Mr. Kirtiman Singh, learned Standing Counsel for Central Government, is directed to accept notice on behalf of Ministry of Road Transport and Highways.

8. Transport Research Wing (TRW) of Ministry of Road Transport and Highways is requested to undertake this task and submit their a report through Mr. Kirtiman Singh, learned Standing Counsel for Central Government.

9. Mr. Vikas Pahwa, Senior Advocate, who was representing Delhi Police during 15th April, 2009 to 24th September, 2010 shall assist this Court as Amicus Curiae. A Road Accident is an accident (collision, overturning or slipping) which occurred or originated on a road open to public traffic resulting in either injury or loss of life, or damage to property, in which at least one moving vehicle is involved.

Definition of Terms in Road Accident Recording Form

1. FIR Number: The FIR Number of the reported and registered accident.

2. Time of Accident: The Time at which the accident occurred.

3. Date of Accident: The date at which the accident occurred.

4. Name of Place: The name of the locality at which the accident occurred.

5. Police Station: The name of the Police Station under whose jurisdiction the accident occurred.

6. District: The name of the district at which the accident occurred.

7. State: The name of the state at which the accident occurred.

Persons in or operating pedestrian conveyance such as perambulator, invalid chair without engine, push cart etc. or pulling a cycle are Pedestrians. Persons attending to a vehicle (e.g. for change or tyre, repairing engine etc.) moving on roller skates, etc. are also pedestrians.

12. Weather: Weather denotes the climatic conditions at the time of accident.. Only one weather condition should be marked. i.
