Section 657(s) in The Orissa Municipal Corporation Act, 2003
(s)for the inspection of public and private markets and shops and other places therein, which will include, -(i)the regulation of their use and the control of their sanitary conditions, and(ii)licensing and controlling brokers, commission agents, weigh men and measures practicing their calling in markets;
