Section 19(2) in Orissa State Bar Council Rules, 1989
(2)As soon as practicable after the closing of the pole the Polling Officer shall close the slit of the ballot box and where the Ballot box does not contain any mechanical device for closing the slit, he shall seal up the slit and also allow any candidate of his agent present to affix his seal. The ballot box shall thereafter be sealed and secured.
