Section 61(1) in The Orissa Municipal Corporation Act, 2003
(1)When any local area is included in the area of a Corporation under Sub-section (5) of Section 3, the local area shall either be added to such adjoining ward, or to be formed into a new ward or wards, as the Government may direct.
