(1)Major work will ordinarily be proposed by the Superintendent who may call upon the Public Works Department for rough approximate estimates of the cost and on receipt, submit them to the Inspector-General who may then apply for the administrative approval of the State Government in the Civil Department. This approval being obtained, the Inspector-General will include the work in his list of budget proposals and the Superintending Engineer or the State Government in the Public Works Department on receipt of administrative approval will issue orders for the preparation of the detailed plans and estimate.
