Section 86(2) in The National Security Guard Rules, 1987
(2)When a shorthand writer is employed it shall not be necessary to comply with sub-rule (1), if, in the opinion of the Court and the Judge Attorney (if any) it is unnecessary to do so :Provided that if any witness so demands, sub-rule (1) shall be complied with.
