Section 16(4) in Chakma Autonomous District Council (Village Councils) Act, 2002
(4)No person other than a member of the Village Council shall vote nor shall speak or take part in its deliberation and any person contravening this provision shall be punishable with a fine not exceeding Rs 50/- by the Village Council.
