(c)"Appointing authority" means the Managing Committee, ad hoc Committee or the Administrator, as the case may be, and includes, in case of absence of Managing Committee, ad hoc Committee or the Administrator, the Headmaster, the Headmistress or the Teacher-in-charge, as the case may be;
