Section 60(c) in The Punjab Panchayati Raj Act, 1994
(c)by or against the Central Government or a State Government or local authority or a public servant or a Gram Panchayat or Market Committee constituted under the Punjab Agricultural Produce Markets Act, 1961 or any other law for the time being in force, or when any such party is, in the opinion of the Gram Panchayat a necessary party;
