(27)"occupier" includes:-(a)a tenant,(b)an owner in occupation of, or otherwise using his land,(c)a rent-free tenant of any land,(d)a licensee in occupation of any land, and(e)any person who is liable to pay to the owner charges for the use and occupation of any land;
