(1)Every Municipal council shall not later than four years from the date of the constitution of such council prepare, publish and submit for the sanction of the [State Government] a general town-planning scheme in respect of all land within the municipality and in its vicinity unless the [State Government] [Throughout the Act, the words 'Provincial Government' were substituted for the words 'Local Government' by the Adaptation Order, 1937, and the word 'State' was substituted for 'Provincial' by the Adaptation Order, 1950.] order otherwise.
