(1)All Child Care Institutions registered under this Act, which may not have been recognized as Specialized Adoption Agencies, shall ensure that all orphan or abandoned or surrendered children under their care and protection are reported, produced and declared legally free for adoption, by the Child Welfare Committee as per the provisions of section 32, subsection (2) of section 38 and sub section (1) of section 66 of the Act and the procedure laid down in these regulations.
