Section 19 in The Civil Defence Act, 1968

19. Authorised persons and members of Corps to be public servants.—

Any person authorised by the Controller or the State Government under this Act and every member of the Corps, while functioning as such, shall be deemed to be public servants within the meaning of section 21 of the Indian Penal Code, (45 of 1860).
