Section 31(1) in The Merchant Shipping (Cargo Ship Construction And Survey) Rules, 1974
(1)The owner of every ship shall cause his ship to be surveyed by a surveyor for the purpose of issue of a cargo ship construction certificate or a cargo ship safety construction certificate, as the case may be, under these rules.
