11. Removal of difficulties.
(1)If any difficulty arises in giving effect to the provisions of this Act, the State Government may by order, published in the official gazette, as the occasion may require, do anything which appears to it to be necessary to remove the difficulty;Provided that no order shall be made after the expiry of a period of two years from the date of commencement of this Act.
