138. Message from Council regarding passing again of Bill.
- If the Bill passed again by the House and transmitted to the Council is passed again by the Council without amendment, the message received from the Council to that effect shall be reported by the Secretary-General to the House if in session or published in the Bulletin for the information of the members if the House is not in session.
