1. The Appellant filed an RTI application dated 05.06.2023 seeking information on the following points:
Page 1 of 5(i) यह िक के ीय िवभाग के कमचा रयों के ब ों का एडिमशन क ीय िव ालय म ले ने के िलए जो िनयम 1998 म लागू थे, स!"ित उपल& करवा कर अनु)िहत कर।
(ii) यह भी जानकारी उपल& करवाएं की यिद ब े का ज, 18 अ"ैल 1993 को .आ है तो 0ा अ"ैल 1998 को के ीय िव ालय म "वेश पाने के िलए एिलिजबल है । अथवा नहीं
(iii) यह भी जानकारी उपल& करवाएं िक एक अ1 ब े का ज, 18 माच 1993 को .आ है तो 0ा 01 अ"ैल 1998 को के ीय िव ालय म "वेश पाने के िलए एिलिजबल है अथवा नहीं
(iv) कृपया यह जानकारी भी दे कर अनु)िहत कर िक िकसी िव ाथ3 के पास एक से अिधक ज, "माण प6 बनवा कर के ीय िव ालय म "वेश "ा7 कर िलया तथा के ीय िव ालय म "वेश पाने के िलए फज3 ज, "माण प6 बनवाकर "वेश "ा7 िकया जाता है , के ीय िव ालय सं9ान म इस "कार की जानकारी म आने के बाद 0ा िविधवत कारवाई करता है । इस "कार की िकतनी िशकायत िपछले 10 वष> म के ीय िव ालय सं9ान को जयपुर शहर के संबंध म "ा7 .ई है जानकारी द। यह भी बताएं िक उन पर के ीय िव ालय सं9ान ?ारा 0ा कारवाई अमल म लाई गई है तथा इस संबंध म सं9ान के 0ा िनयम है ।
(v) इस संबंध म के ीय िव ालय @म संAा एक बजाज नगर जयपुर को "ा7 Bीमती िशCा जे ठानी के संबंध म िव ालय एवं सं9ान ?ारा िशकायत "ा7 होने के पEात 0ा कायवाही अमल म लाई गई है तथा Bीमती िशCा से संबंिधत एडिमशन संबंधी समF कागजात की स! "ितयां उपल& करवाकर अनु)िहत कर।
1.1. The CPIO replied vide letter dated 30.06.2023 and the same is reproduced as under:-
i- अपेिGत सूचना इस कायालय म उपल& नहीं है । एडिमशन से संबंिधत 2017 से पूव का रकॉड इस कायालय से Weed Out िकया जा चुका है । Page 2 of 5 ii-iv: आरटीआई एK के तहत केवल संधा रत सूचनाएं उपल& कराई जाती है । अपेिGत सूचना "L, MNीकरण, सुझाव, कारण, राय, परामश इ!ािद "कृित की है जो िक - सूचना का अिधकार अिधिनयम-2005 के िनयम 2 (एफ) के अPगत नहीं आती हQ । v- अपेिGत सूचना अMN है । आपके ?ारा िशकायत की िदनां क/ समयाविध का उRेख नहीं िकया गया I 1.2. Dissatisfied with the response received from the CPIO, the Appellant filed a First Appeal dated 24.07.2023. The FAA vide order dated 17.08.2023 upheld the reply given by the CPIO.
1.3. Aggrieved with the FAA's order, the Appellant approached the Commission with the instant Second Appeal dated 31.08.2023.

2. The Appellant filed an RTI application dated 24.07.2023 seeking information on the following points:
(i) "यह िक "ाथ3 ?ारा िदनां क:‐11.04.2023 को एक पंजीकृत प6 पोa संAा RRA 43013090 IN के तहत िशकायत सं9ान के आयुf भेजी गई थी। िजसम फज3 ज, "माण प6 के आधार पर "वेश ले कर लाभ ले ने का काय िकया गया था। चूकी सं9ान म "वेश ले कर गलत तरीके से सं9ान का दु gपयोग कर हानी प.ं चाने का काय िकया गया, इस संबंध म िव ालय "शासन अथवा Gे6ीय िव ालय संगठन "शासिनक Fर पर 0ा कायवाही अमल म लाई गई। इस संबंध म भी जानकारी उपल& करवा कर अनु)िहत कर।
(ii) यह भी प6 संAा 23030/2023/2080 िदनां क:‐ 14 जू न 2023 के संदभ म जो भी िबंदुवार रकॉड के अनुसार सूचना उपल& करवाई गई है समF कागजात की छाया "ितयां उपल& करवाई जाए।

(iii) यिद क ीय िव ालय @म संAा 1 बजाज नगर जयपुर म िशCा जेठानी के संबंध म पेरट् स मीिटं ग म उपl9ित के mप म जो भी रकॉड दFावेज उपल& है स! छाया "ितयां उपल& करवाई जाए।
(iv) यह की उपरोf िशकायत के संबंध म की गई क ीय िव ालय सं9ान ?ारा जां च की स! छाया "ितयां उपल& करवाई जाए।
(v) यह की िशCा जे ठानी के "वेश एवं 9ानां तरण "माण प6 जारी होने के संबंध म जो भी संबंिधत दFावेज हQ, सभी की सबसे छाया "ितयां उपल& करवाई जाए।"
2.1. The CPIO replied vide letter dated 17.08.2023 and the same is reproduced as under:-
"i, iv: चाही गई सू चना के संबंध म "ाचाय केिव @मां क-1 जयपुर ?ारा प6ां क 1612/11/केिव@. 1/2023-24/438 िदनां क 07.08.2023 के माoम से उपल& कराई गई सूचना संलp है ।
ii: अपेिGत सूचना संल) है ।
iii, v: अपेिGत सूचना तृ तीय पG से संबंिधत है जो िक आरटीआई एK-2005 की धारा 8(1)(J) के तहत उपल& नहीं कराई जा सकती है ।"
2.2. Dissatisfied with the response received from the CPIO, the Appellant filed a First Appeal dated 31.08.2023. The FAA vide order dated 25.09.2023 upheld the reply given by the CPIO.
2.3. Aggrieved with the FAA's order, the Appellant approached the Commission with the instant Second Appeal dated 16.10.2023.
3. The Appellant remained absent during the hearing and on behalf of the Respondent, D K Sharma, AO & CPIO attended the hearing through video conference.
4. The Respondent reiterated the replies provided to the Appellant.

The Commission after adverting to the facts and circumstances of the case, and perusal of records, observes that the CPIO has provided appropriate replies to the RTI Application(s) under reference as per the provisions of the RTI Act. Further in the absence of any tenable grounds of the instant second appeal(s) and that of the Appellant during the hearing to plead his case, the Commission finds no scope of action in the matter.
6. The Appeal(s) are dismissed accordingly.
Copy of the decision be provided free of cost to the parties.
