Section 26(2)(a) in The Haryana New Mandi Townships Building Rules, 1967

(a)so constructed as to sustain the combined dead load of the building and the super imposed load and to transmit those loads to the subsoil in such a manner that the pressure on the subsoil shall not cause such settlement of the building or any part of the building as may impair its stability; and
