Section 5(2) in The Orissa Excise (Methyl Alcohol) Rules, 1976
(2)If the Government sanction establishment of the plant, the Commissioner shall so inform the Collector concerned and direct the applicant to make arrangements for installation of the plant, and for construction of the building if such construction is necessary.
