I have often had to do it, per force in the last 25 years और आज 25 साल गुजर गए हैं, यह बोफोर्स की आंधी थमती नहीं और तोप की गूंज भी बंद नहीं होती, क्योंकि स्पीकर साहिबा, मैं आपको याद दिलाऊं, उन दिनों गांवों में जो बात कही जाती थी, वह यह थी कि तोपखाने का पैसा खा गए। मैंने कहा था कि यह बड़ी अच्छी तोप है। It is a correct weapon that has been acquired but it has been acquired in a wrong manner. इसकी मुल्क को बहुत बड़ी कीमत अदा करनी पड़ी है और इसका खामियाजा हम आज तक उठा रहे हैं। मैं अपने मित्रों को याद दिलाना चाहूंगा, मैं तब भी संसद में था, आपने 404 सीटों की जो ऐतिहासिक सफलता प्राप्त की थी, वह सिमटकर 114 सीटों पर रह गई थी। उसके पीछे अगर कोई कारण था तो यही बोफोर्स था।...( व्यवधान)Of course, I was a political adversary; I am a political adversary but I was never a political enemy and I do still continue to say that मरहूम वज़ीरे आज़म की कमी पार्टी को तो महसूस होती ही है, मैं सोचता हूं कि हमारी सियासत से एक प्रॉमिसिंग व्यक्ति उठ गया। उसके पीछे ाळ अगर आप गंभीरता से इस सारे घटनाचक्र को देखेंगे तो पहचानेंगे कि यह गलती कहां से शुरू हुई। मैं किसलिए कह रहा हूं, इसका कांटा फाइनली निकालना जरूरी है। कांटा निकालना जरूरी है, उसके साथ-साथ मैं यह भी मंजूर करने को तैयार हूं, और आप में से कई दोस्त कहते हैं, शायद आगे भी कहें, आपने क्यों नहीं किया। हमारी विफलता को आप अपनी सफलता में मत बदलिए। मेरी क्या विफलता रही, मैं मानने को तैयार हूं। मेरे पास विदेश मंत्रालय का जिम्मा था। मलेशिया से मैं क्वात्रोची का एक्सट्राडिशन नहीं करा सका। उसके पीछे जो भी कारण थे, कानूनी व अन्य, उसकी दूसरी बात है। इसलिए मैं मांग करता हूं कि मेरी विफलता या हमारा एनडीए क्यों नहीं कर सका, प्रश्न नहीं है । प्रश्न इसकी उत्पत्ति, बोफोर्स के रोग की उत्पत्ति आपकी सरकार के साथ हुई थी। पहचानिए यह पहली एक ऐसी दुर्घटना थी जिसके कारण पूरे देश को आज भी खामियाजा उठाना पड़ रहा है। आप तो उठा ही रहे हैं। आप क्यों नहीं समझते हैं कि जब तक उस कांटे को आप नहीं निकालेंगे, उसका जहर फैलता रहेगा। आज अगर रक्षा मंत्रालय में निर्णयों की कमी है तो वह इसी जहर की वजह से है, उसी कांटे की वजह से है।
स्पीकर साहिबा, मैं कोई लम्बा भाषण नहीं देना चाहता। मैं दो-तीन बातें जरूर कहूंगा। It is not a closure that has been obtained in Bofors case. It is a saga of continuing corruption and in matters of corruption, there is no closure. I am not a lawyer. I do not aspire to be a lawyer but there is a corruption issue and I appeal to the Government to recognise it as such.

श्री पवन कुमार बंसल : अगरआपने बैचेनी का जिक्र किया है, तो आप मेरी एक मामूली सी बात सुन लीजिए। आपने अभी उससे पहले के इलैक्शन का जिक्र किया। आपने सबसे पहले शुरुआत में यह कहा कि आप उन बन्दूकों को सबसे बेहतरीन मानते हैं। आपने यह कहा, लेकिन जिस चुनाव का आपने जिक्र किया, उसमें आपके सभी सदस्यों ने लोगों के बीच यह भ्रम डाला कि यह एक ऐसी बन्दूक हिन्दुस्तान ने खरीद ली है। ...( व्यवधान) ऐसी तोप हिन्दुस्तान ने खरीद ली है कि जो आपके बच्चे लड़ाई लड़ने जाते हैं, वे उसके सामने कुछ नहीं कर पायेंगे, मर जायेंगे और दूसरे लोग आपके ऊपर हावी हो जायेंगे। ...( व्यवधान) आपने उस वक्त लोगों में यह भ्रम डाला। ...( व्यवधान)
श्री जसवंत सिंह: स्पीकर साहिबा, चूंकि माननीय पवन कुमार जी ने एक शिकायत बीच में उठायी है, इसलिए मैं उसका जवाब देना लाज़िमी समझता हूं। I had publicly stated after the trials of the weapon that this is a very fine gun; it is a correct purchase; and so much so that I have no hesitation in saying that because of what I said, my Party had taken objection कि तुम यह क्यों कह रहे हो कि जो तोप है, वह सही तोप है। तोप सही थी, लेकिन उसको खरीदने का तरीका गलत था।...( व्यवधान) लेकिन मुझे कोई खुशी नहीं होती। मैंने शुरू में कहा, that it has been no delight to raise this issue. पांच नये मसले खुले। एक मसला यह है कि जांच टोली स्वीडन जाती है। स्वीडन के लोगों ने कहा कि जांच टोली के आने से पहले हमने ऐलान किया कि हमसे मुलाकात करना, लेकिन वे मुलाकात नहीं करते। मैं जानना चाहूंगा कि यह क्यों हुआ, किसके हुक्म पर हुआ कि जांच टोली स्वीडन जाती है और वह मुलाकात उनसे नहीं करती, जिन्होंने जांच करनी थी। दूसरा, मुझे बहुत खुशी है कि हमारे यहां के सांसद के एक मित्र जो बहुत ही मशहूर कलाकार हैं, फनकार हैं, उन पर लांछन लगाया गया था। मुझे अगर इजाजत दें, तो मैं उनका नाम लूं। He is a former Member of Parliament, Shri Amitabh Bachchan. I am very happy that finally, it has now been established that he had no role to play. SHRI JASWANT SINGH: Thirdly, a certain businessman by the name, Quattrocchi, was permitted through Government connivance to escape from Delhi. He was taken at night. How did this happen?
Fourthly, we come to learn that he is a businessman and he moved moneys throughout the world from one place to another. When he moved moneys to London accounts, a representative of the Government was sent to London to release those accounts belonging to Quattrocchi with a statement made that there are no cases against him This is a false statement because the question was not of whether there were cases, but the question was of a chargesheet against him which would have been served had he been present here. This needs enquiry.
Thirdly, thereafter, in Brazil we sent a delegation where he was finally caught because of Red Corner Notices. We sent a team which was so inept and so incapable that he escaped from Brazil also. Why? Then we went further, we withdrew the Red Corner Notice? Why did you withdraw the Red Corner Notice? There is one other mention there which I think we need to reflect on carefully and I am very glad about what has been said by our late Prime Minister, it helped all of us to clear our mind. But there is another statement which is there. It says, the payments made to Quattrocchi, in A&E Services, were political in nature. How were they ‘political in nature’ when Quattrocchi was a businessman? After all we know what he had done in Snamprogetti and other oil businesses. We must know what this political purpose was? A&E Services and political payments are central to this whole thing.
Madam, I do not wish to make a long speech but do wish to ask of this Government for the sake of removing this poison from our system and cleansing the whole thing so that we begin to take correct and timely decision, please appoint a Judicial Commission to examine the issues that I have just raised. I appeal to the Government to do it, otherwise we will all continue to pay and cause damage (Interruptions) It is the nation … (Interruptions) It is not the question of political damage to them or to us… (Interruptions)
Madam, I wish to say that it is unusual for a Minister for Parliamentary Affairs to constantly be interrupting… (Interruptions) Irrespective of his interruptions, I do reiterate my demand that a Judicial Commission be appointed. You have paid a price the nation continues to pay. Do not ask us to pay a greater price for this in reality. It is much more than Rs. 64 crore.

Shri Arjun Ram Meghwal, Dr. Kirit Premjibhai Solanki, Shri Ashok Argal, Shri Virendra Kumar, Shrimati Jayshreeben Patel, Shrimati Darshana Jardosh SHRI BASU DEB ACHARIA (BANKURA): Madam, for the last 25 years we have been waiting for this. This is the first ever biggest Defence scandal that took place in our country involving more than Rs. 60 crore. I can still remember the day, the 30th of July, 1989 when the entire Opposition resigned one after the other. What statement did we make on that day? We fought inside the House but we were not told by the Government as to who took the money? Money was taken; kickback was given. Everybody knew that the money was deposited in the account of Mr. Ottavio Quattrocchi, why then in 1993 he was allowed to leave the country. Now, there has been a new revelation after 25 years that businessman, not a gentleman, took money to the tune of Rs. 67 crore, in first ever biggest Defence scandal that took place in Independent India.
Why was he not extradited? Why had extradition not taken place? How has it happened? And Shri Salman Khurshid is saying that we should apologise.… (Interruptions) What did we say on that day, the 30th July, 1989? I was here in this House. In 1989, we told inside the House: “Now we are leaving this House and we will fight you outside the House.” There were elections and the people of our country voted them out. That was the only issue. Till date, this Government has not come forward to say anything on this… (Interruptions)

SHRI BASU DEB ACHARIA: Why has the inquiry not been done properly? … (Interruptions) What was the interest and why was the case covered up?… (Interruptions) Who protected Quattrocchi? What interest did he have? And that business man who took money, took kickbacks was protected and saved.… (Interruptions) Bofors scandal is not a closed chapter. We do not consider the Bofors scandal as a closed chapter. Even in the discussion on corruption, we started our discussion with Bofors. Bofors was the greatest scandal in our country on defence purchase. … (Interruptions)

They are very happy again that it has been closed and that now nobody would raise any question on it. … (Interruptions) We will continue to raise the issue till action is taken on the person who is responsible for the scandal.… (Interruptions) He should be brought back to this country. The case should be reopened. Independent inquiry should be constituted and action should be taken against the person who had taken the money in the deal. We demand that the case should be reopened and anindependent inquiry should be constituted immediately. Mr. Quattrocchi should be brought back to our country. Mr. Anderson was allowed to leave this country and go to America when there was a disaster in Bhopal. The same thing has happened in the case of Mr. Quattrocchi. He was allowed to leave this country. He should be extradited and action should be taken against him. Inquiry should be held and action should be taken on those who are responsible for covering up the scandal.
