Section 12(5) in Rajasthan Biological Diversity Rules, 2010
(5)The decision of the Board shall if necessary, be taken by a simple majority of the members present and voting and if the number of votes are equal then Chairperson or in his absence, the member presiding over the meeting shall have a second or casting vote.
