Section 4(1) in The Orissa Glanders and Farcy Rules, 1941
(1)For the purpose of ascertaining whether there is any horse which is diseased as defined in the Act in any enclosure, field, building or other jurisdiction to which he is appointed, enter, search such enclosure, field, building or other places provided that no such entry shall be made between the hours of sunset and sunrise.
