Section 93(1) in The Bihar Motor Vehicles Rules, 1992
(1)An application for the approval of a new or a modified type of a meter shall be made to the State Transport Commissioner and shall be accompanied by two complete specimens of the meter and detailed description with drawings of its mechanism and a fee prescribed under Rule 74.
