Section 9(1) in Bihar Government Servant's Conduct Rules, 1976
(1)No Government servant himself or through a member of his family or through any other person shall except with the previous sanction of the Government, own wholly or in part, or conduct or participate in any form or manner in the editing or management of any newspaper or other periodical publications.
