Section 41(1) in The Maharashtra Narcotic Drags and Psychotropic Substances Rules, 1985
(1)Any person on behalf of an institution or any manufacturer of medicines desiring to possess ganja for use as an ingredient in the preparation of any medicine and to sell medicines containing ganja shall make an application to the Collector or authorised officer for a licence in that behalf.
