Section 64(1) in The Tamil Nadu Agricultural Produce Marketing (Regulation) Rules, 1991
(1)Every expenditure other than that incurred from the permanent advance shall be sanctioned by the competent authority by proceedings and particulars relating thereto shall be quoted on the bill.
