1. The Complainant filed an RTI application dated 05.12.2023 seeking information on the following points:

1) The current status of the vacancies advertised under Advertisement No. AUNT/02/2021 for the positions of System Manager/Senior System Analyst/Senior System Programmer, including the number of positions filled and vacant.

2) Any updates or decisions made by the university administration or concerned authorities regarding the recruitment process for these positions subsequent to the closure of the application process. Any notifications, circulars, or official communications issued regarding the status of the recruitment process after the application closure date.

3) Details of the steps taken or planned by the university to fill the vacant positions and the expected timeline for the same.

2. Having not received any received from the CPIO, the Complainant filed a First Appeal dated 23.01.2024. Subsequently, the CPIO replied vide letter dated 30.07.2024 which is not on record of the Commission.

3. The FAA vide order dated 07.08.2024 upheld the reply given by the CPIO.

4. Aggrieved with the FAA's order, the Complainant approached the Commission with the instant Complaint dated Nil.

5. The Complainant remained absent during the hearing despite notice and on behalf of the respondent Dr. Haribansh Singh, CPIO, attended the hearing through video conference.

6. The respondent reiterated his written submission dated 10.09.2025 and the same is reproduced as below:-

"1. RTI application was forwarded to the Deemed CPIO, Prof. Dhananjai Yadav, Director, Faculty Recruitment Cell (FRC) and Head, Department of Education, University of Allahabad on December 12, 2023. (Appendix-A).

2. In the said application, reply was received from the Deemed CPIO Director, FRC, University of Allahabad vide dispatch number AU/FRC/8033/23 and we have sent reply to the applicant. (Appendix-B)

3. The First appellate Authority has heard the matter and decided the first appeal (Appendix-C).

4. The undersigned has requested several time to the Deemed CPIO, Director, FRC for providing revised point wise information in respect of his previous reply as mentioned above.

5. In the said application, the revised reply was received from the Deemed CPIO Director, FRC, University of Allahabad vide letter number AU/FRC/0243/2025 and we have sent reply to the applicant and the same is reproduced as under:-

"1. The vacancies for the post of System Manager/Senior System Analyst/Senior System Programmer under the Advt. No. AUNT/02/2021 are not filled and vacant.

2. Since the post of System Manager/Senior System Analyst/Senior System Programmer under the Advt. No. AUNT/02/2021 were not filled therefore the post has been advertised afresh under the Advt. No. AUNT/02/2024.

3. The detailed advertisement for the post of System Manager/Senior System Analyst/Senior System Programmer under Advt. No. AUNT/02/2024 available on the official is website of the University (https://www.allduniv.ac.in/recruitment show/117). Further information will be communicated by the University in due course of time on the official website of the University."

Second appeal's notice of hearing is received on September 01, 2025 to us and copy of the same has been to the Deemed CPIO Prof. Dhananjai Yadav, Director, FRC and Head, Department of Education on September 04, 2025 to attend the hearing and submit their submission before the Hon'ble Commission."

The Commission after adverting to the facts and circumstances of the case, hearing the respondent and perusal of records, observes that the respondent has provided point- wise information or reply to the complainant vide email dated 11.01.2025. It is not the case that the respondent has not given any reply to the Complainant and no mala fide could be attributed to the decision taken by them. Further, in the absence of the complainant or any additional objections thereof, the averments made by the respondent are taken on record. That being so and the reply having been given to the complainant, there appears to be no merit in the complaint. Accordingly, the complaint is closed.

Copy of the decision be provided free of cost to the parties.
