(3)In case of transfer of Management of Government run homes under sections 9,10, 35,38 and 43 of the Act to a voluntary organization, the same budget which the Government was spending on that home, shall be given to the voluntary organization as grant-in-aid under the Memorandum of Understanding signed between both the parties describing their role and obligations.
