(1)No report in any newspapers, magazine or newssheet of any inquiry or investigation regarding child involved in any proceeding under this Act, shall disclose the name, address or school or any other particulars circulated to lead to the identification of the child nor shall any picture of any such child be published :Provided that nothing in this section shall affect the bona fide publication of any report of any such proceeding in any scientific journal or other publication devoted exclusively to the protection or welfare of children.
