Section 19 in The Indian Nursing Council Regulations
19.
When a motion has been moved and seconded, members other than the mover and the seconded may speak on the motion in such order as the President may direct;Provided that the seconded of a motion or of an amendment may with the permission of the President, confine himself/herself to seconding the motion or amendment as the case may be and speak thereon at any subsequent stage of the debate.
