THE MINISTER OF TRIBAL AFFAIRS (SHRI JUAL ORAM): Madam, I beg to move for leave to introduce a Bill further to amend the Constitution (Scheduled Castes) Order, 1950 to omit Bhogta community from the list of Scheduled Castes in relation to the State of Jharkhand and the Constitution (Scheduled Tribes) Order, 1950 for inclusion of certain communities in the list of Scheduled Tribes in relation to the States of Assam, Chhattisgarh, Jharkhand, Tamil Nadu and Tripura. HON. SPEAKER: The question is:
“That leave be granted to introduce a Bill further to amend the Constitution (Scheduled Castes) Order, 1950 to omit Bhogta community from the list of Scheduled Castes in relation to the State of Jharkhand and the Constitution (Scheduled Tribes) Order, 1950 for inclusion of certain communities in the list of Scheduled Tribes in relation to the States of Assam, Chhattisgarh, Jharkhand, Tamil Nadu and Tripura.” The motion was adopted.

SHRI BHARTRUHARI MAHTAB : My demand is, ‘do not politicize this arrest’. … (Interruptions) This arrest should not be politicized. … (Interruptions) More than Rs. 3,600 crore deal was done and during the UPA regime the process of investigation also started. … (Interruptions) The Comptroller and Auditor General submitted a Report in the Parliament in August 2013 and the Public Accounts Committee had taken cognizance of it. … (Interruptions) But my request to you Madam and to the present Government is that it has come to light today by this arrest and an impression is going around as if this Government is politically victimizing the Air Marshal who has retired.… (Interruptions) That should not happen. … (Interruptions) All steps should be taken and we should not politicize this issue. … (Interruptions) This is a very grievous issue where both the Governments have slept for quite a long time. … (Interruptions) The CBI took cognizance of it in 2015 but after a year or so a charge-sheet has been filed and now the arrest has taken place. … (Interruptions) That is the reason why I would demand that do not politicize it. … (Interruptions) It is a very serious matter and adequate steps should be taken to clear the air. … (Interruptions) Thank you Madam. … (Interruptions) HON.
