Section 29(2) in The Chhattisgarh Kushabhau Thakre Patrakarita Avam Jansanchar University Act, 2004
(2)No expenditure shall be incurred by the University in excess of the limits for total recurring and not non-recurring expenditure for the year fixed by the Executive Council without the prior approval of the Executive Council.
