Section 11(3) in The Rajasthan Building and Other Construction Workers (Regulation of Employment and Conditions of Service) Rules, 2009
(3)The Secretary of the State Advisory Committee,-(i)shall assist the Chairperson of such committee in convening meetings of the Committee;(ii)may attend the meetings of such committee but shall not be entitled to vote at such meetings;(iii)shall keep a record of the minutes of the meetings of such committee; and(iv)shall take necessary measures to carry out the decisions taken at the meetings of such committees.
