Notwithstanding anything contained in Rule 47, the Superintendent of Taxes of any area may for good & sufficient reason to be recorded in writing authorize any person to take delivery of or transport any consignment of taxable goods exceeding the quantities specified in the said Rule 47 from the place in such area.
