92. Powers of Collector making valuation. - For the purpose of making any valuation of lands directed by this Part, the Collector shall exercise the powers vested in Collectors by clause I of section 23 and clause I of section 24 of Regulation VII of 1822, except so far as the said clauses authorize any inquiry into rights or interests attaching to such lands.
