Sixteenth Loksabha an> Title: Regarding alleged racist remarks against South Indians by an ex-M.P. SHRI MALLIKARJUN KHARGE (GULBARGA): Madam, I am thankful to you. Ultimately, I have been permitted to speak on this issue. The issue is this. भारत एक निरपेक्ष और विविधता में एकता वाला देश है और इस देश के नागरिक किसी रंग में यकीन नहीं करते, लेकिन हमारे ही देश के कुछ सांसद, पूर्व सांसद, प्रसिद्ध समाज सुधारकों के बार-बार नस्लभेद, साप्रदायिक, रंगभेदी और जातिवादी बयान देश की एकता, अखंडता और धर्म-निरपेक्षता के लिए गंभीर खतरा है। इसे रोकने के लिए संसद के सभी कार्य स्थगन कर, संसद में विस्तार से चर्चा करना, अति आवश्यक है, लेकिन आपने हमारी इस रिक्वैस्ट को ठुकरा दिया, लेकिन फिर भी आपने मुझे यह बात करने के लिए जो अवसर दिया है, इसके लिए मैं आपका आभारी हूं।
किस व्यक्ति ने यह बात कही? यह धर्म-निरपेक्ष देश है और इस देश के नागरिक किसी रंग में यकीन नहीं करते हैं, लेकिन यहां एक पार्टी और ऐसी विचारधारा के कुछ लोग, जो इसे एक ही रंग में रंगाना चाहते हैं। अपने राजनीतिक स्वार्थ के लिए गुमराह करने में कोई हिचक नहीं है। यह देश की एकता के लिए एक बड़ा खतरा है। मैं आपके सामने यह पेश करना चाहता हूं, जो बीजेपी पार्टी के एक भूतपूर्व राज्यसभा मैम्बर और अभी जनरल सैक्रेटरी हैं, पहले ‘पांचजन्य’ के सम्पादक थे और कम से कम 15 से 20 किताबें इन्होंने बीजेपी की फिलॉसफी पर लिखी हैं और अब तक 22 न्यूज पेपर में वह कॉलम लिख रहे हैं। 2000 से ज्यादा विचारधाराओं का उन्होंने अपने आर्टिकल के मुताबिक लोगों को बताया है कि उनकी फिलॉसफी क्या है। ऐसे व्यक्ति ने क्या कहा, जब एक टी.वी. पर उनको इंटरव्यू पर बुलाया गया और वहां जो चर्चा हो रही थी, उसमें उन्होंने यह कहा:

श्री मल्लिकार्जुन खड़गे: अगर आप इसे निकालना चाहते हैं, आपकी मर्जी है। In the context of last week’s attacks on Nigerian’s in Delhi’s suburb in Greater NOIDA, when he said –…* who is a prominent BJP leader and former editor of Panchjanya and he is the General Secretary – if we were racists, why would we have the entire South which is, you know completely inhabited by Tamilians in Tamil Nadu; you know Kerala; you know Karnataka and Andhra Pradesh. Why do we live with them? We have blacks, black people around us. He is not an ordinary man. यह एक ऑर्डिनरी व्यक्ति नहीं है, यह सामान्य कार्यकर्ता नहीं है। जो इस आइडीयोलॉजी को रूप देने में, रंग देने में, रंग लगाने में जिसका बहुत बड़ा हाथ है, अगर यह व्यक्ति कहता है कि आंध्र प्रदेश, केरल, कर्नाटक, इतना ही नहीं ब्लैक पीपुल ओडिशा में हैं, पूरे नॉर्थ-इंडिया में ट्राइबल्स हैं, मोस्टली वैश्य कम्युनिटी के लोग, they are also black. … (Interruptions) Dark, black, whatever it may be. I am using his words.… (Interruptions) अगर आप उस वर्ड से खुश होते हैं, तो ठीक है।...(व्यवधान) मैं यह पूछना चाहता हूं कि क्या हम इस देश के नागरिक हैं या नहीं? क्या हम भारतीय हैं या नहीं?...(व्यवधान) जो साउथ इंडिया में रहने वाले लोग हैं, वे इस देश के नागरिक हैं या नहीं, मैं यह जानना चाहता हूं।...(व्यवधान)I wanted to ask whether we are Indians or not; whether we are Indian citizens are not because he himself has told like this that we are living with blacks. मैं यह पूछना चाहता हूं कि ये कहां से आये हैं, क्या ये जर्मनी से आये हैं, क्या ये हिटलर के वंशज हैं, पूरे गोरे हैं? आपकी विचारधारा, shows your mentality. This shows how your ideology is working. Do you want to divide India? Do you want to separate us? Do you want that each State should assert for its independence? One side Tamil Nadu may ask; another side Kerala may ask and then Karnataka will ask. So, this itself shows that the Government itself is backing such ideologies… (Interruptions) Therefore, I would like to know what action the Government proposes against him. Are you going to file FIR against him and take action? It is because article 15 says that there should not be any discrimination. Why are you discriminating? You tell your people, not only him, several other people.
Madam Speaker, they are talking like this and they are not only creating problem for us but they also are creating a problem for the entire country. Today they are telling यह गलती हो गई, माफ करो। ...(व्यवधान) What is this? After abusing, after insulting, after humiliating you say `sorry’. What is `sorry’? This is very important and therefore I want to know what action the Government is going to take against such people. I condemn this statement and if this still continues whatever Dr. Ambedkar said … (Interruptions)

SHRI MALLIKARJUN KHARGE: Madam Speaker, I want to tell you that this is why Dr. Ambedkar said in 1949 that if you continue such things, then one day we will lose our Independence and freedom and again we will become slaves. The Government is moving towards that. I would like to know as to what action you are going to take and the Government must tell us otherwise we have to agitate against this problem not only inside the House but also outside. I want action to be taken against this… (Interruptions)
