Section 39(1) in Andhra Pradesh Municipal Councils/Nagar Panchayats (Conduct of Election) Rules, 1965
(1)Every elector who applies for a ballot paper [x x x x] for the purpose of voting at a polling station, shall before receiving such paper or papers; allow--(a)the inspection of his left [x x x x] fore-finger by the polling officer; and(b)an indelible ink mark to be put on his left fore-finger.
