Section 66(1) in The Gujarat Provincial Municipal Corporations Act, 1949
(1)the organization, maintenance or management of institutions within or without the City for the care of persons who are infirm, sick or incurable, or for the care and training of blind, deaf, mute or otherwise disabled persons or of handicapped children;
