(4)Liquor may be served on dry days in the premises permitted in Form P-13 only to such foreigners and groups as may be sponsored by the Government of India and approved by an order of the Excise Commissioner:Provided that no such approval or sponsorship shall be necessary in the case of service of liquor for the celebration of their respective national days by diplomatic missions, if such days happen to be on dry days;
