(3)The Collector may subject to the provisions contained in rule 24, grant a license for vending of stamps to any of the following persons, namely:-(i)Sub-post masters or branch post masters;(ii)Sarpanchas of villages;(iii)Village school masters;(iv)any other person or class of persons deemed by the Collector to be fit and proper for the sale of stamps.
