Section 38(a) in The Orissa Veterinary Practitioners Rules, 1976
(a)the Registrar shall read to the Enquiry Committee the notice of enquiry addressed to the Practitioner and shall state the facts of the case as produced before the Enquiry Committee the evidence by which it is supported;
