1. The Petitioner, an employee of the Respondent Company and formerly with Delhi Vidyut Board ["DVB"], asserts that he acquired AMIE (Electrical Engineering) qualification in March, 2015, which stands duly reflected in his service record. It is his case that on the basis of the said qualification, he became eligible for consideration for promotion to the post of DGM (E/M) with effect from April, 2015. However, according to the Petitioner, he was granted promotion only in the year 2016 on the basis of his diploma qualification.

2. The grievance of the Petitioner is that despite having submitted representations dated 15th September, 2025, 10th October, 2025 and 17th December, 2025, followed by subsequent reminders, and notwithstanding This is a digitally signed order.

Considering the limited nature of relief sought in the present petition, Mr. Sandeep Prabhakar, Senior Counsel for the Respondents, submits that the Respondents have no objection to the Petitioner's representations being decided in accordance with law. He, however, submits that the objections of the Respondents, including with respect to delay and laches on the part of the Petitioner, may be kept open in the event the Petitioner seeks to assail any decision, if it is rendered adverse to the Petitioner.

4. In view of the above, the present petition is disposed of with a direction to the Respondents' competent authority to consider and decide the Petitioner's representations dated 15th September, 2025, 10th October, 2025 and 17th December, 2025 by way of a reasoned and speaking order, in accordance with law, within a period of eight weeks from today.

5. It is clarified that this Court has not expressed any opinion on the merits of the Petitioner's claim and all rights and contentions of the parties, including the objection of the Respondents with respect to delay and laches, are left open.

6. In the event the Petitioner remains aggrieved by the decision so rendered, he shall be at liberty to avail remedies as may be available in law.

7. The petition stands disposed of in the above terms.
