Section 12A(3) in The Saurashtra University Act, 1965
(3)The Pro-Vice-Chancellor shall be the principal executive and academic officer of the University in the area in his charge and shall in the absence of the Vice-Chancellor preside at the meetings of the Senate and any convocation of the University. He shall be an ex-officio member of the Syndicate, of the Academic Council and of the committees constituted under section 48. He shall be entitled to be present with the right to speak at any meeting of any other authority or body of the University which may be located in the area in his charge but shall not be entitled to vote thereat unless he is a member of that authority or body.
